About 2nd Chance Promise Program
In 2020, at the height of the COVID-19 pandemic, Dr. André “Vinnie” Haley, the founder of the 2nd Chance Promise Program (2CPP), completed a 3-year action-research case study on the state of Delaware.
From this study emerged a gap that illuminated the need for behavioral health treatment aimed to improve the quality of life for marginalized populations. Specifically, individuals who have experienced disproportionate treatment (or no treatment) when compared to the general population. Many of these individuals resided in areas where households fell below 80% of the U.S. median income.
Who we are
2CPP’s vision is to be a conduit for culturally relevant information and resources so marginalized individuals can thrive in their communities. In doing so, we believe we can create a society where every individual impacted by addiction finds hope, healing, and a path to lasting recovery.


2CPP combines social assets, natural supports, and non-traditional outreach strategies to connect with groups considered “hard to reach.” Our team has the training, cultural sensitivity, and resources to work with many marginalized communities struggling with addiction programs, including the groups we mentioned above, as well as homeless people and at-risk youth.
2CPP utilizes evidence-based practices such as Cognitive Behavioral Therapy (CBT), Trauma-Focused CBT, and Mindfulness CBT. Our team promotes the Medication First Model and refers patients to a network of medical professionals with whom we are proud to partner.
In the United States, there are many ways a person can be marginalized. This marginalization can impact the quality of the healthcare they receive, how much healthcare they receive (if any at all), and how consistent access to healthcare may be. Our services are for the populations who struggle most to receive quality care, such as:
- Racial and ethnic minorities
- LGBTQIA+ people
- Older adults
- Pregnant and parenting people
- Individuals in high-need zip codes (Areas with household income below 80% of US median income.)
- Those justice-involved and need behavioral health treatment.

Dr. André V. Haley
Founder, President & EXECUTIVE DIRECTOR

Dr. André “Vinnie” Haley is the Founder | President, | Executive Director of the AVH Group / 2nd Chance Promise Program (i.e., 2CPP), a Delaware-based nonprofit 501(c)(3) that provides services to individuals with Co-Occurring challenges.
A Southern transplant to Delaware from Arkansas, Vinnie has a proven track record as a leader in the behavioral health field. Dr. Haley is a published author and national lecturer on topics related to Re-Entry, African American Men and Co-Occurring Disorder(s), and Perceptions of Mental Illness in the Black Community.
His scope of research and advocacy is directed at marginalized communities (e.g., racial & and ethnic minorities [e.g., BIPOC], LGBTQIA+, older adults, pregnant and parenting people, individuals in high-need zip codes, and those who are justice-involved).
In his role as a leader in the behavioral health field, Vinnie has served for multiple organizations in the DE-PA-MD regions. He has provided clinical oversight for Acute Inpatient facilities (Co-Occurring Disorders), Intensive Outpatient and Outpatient Programs, Intensive Behavioral Health Services for at-risk youth, the Community Re-integration Services Program [e.g., CRISP]), and Educational Support Services.
Vinnie promotes system integration and is a consultant for emerging and existing behavioral health programs. His peers have recognized him as an innovative change agent in the field. In his spare time, Vinnie is a competitive runner and enjoys spending time with his family, faith community, fraternity, mentoring, and reading Agatha Christie novels.
